Executive chef Richard Sandoval could easily be the busiest chef in the country. He oversees 50 restaurants around the world and is usually on a plane to one of them. He was just in town at Raya at Ritz-Carlton, Laguna Niguel to introduce his new fall menu along with chef de cuisine Steve Wan. Chef Sandoval is known for combining authentic Latin ingredients with international flavors.
